Strategies of cooperation with investors within the framework of public debt management

Strategies of cooperation with investors within the scope of central government debt policy constitute one of the key directions of activities of public debt management institutions in a number of countries. They enable to achieve a variety of market goals along with general economic ones.

In the paper, the author presents a systematized arrangement of individual components of investor relations programmes, implemented by government institutions of selected countries and analysed by the International Monetary Fund and the OECD. On this basis, the objectives and instruments of strategies of cooperation with investors have been defined and classified. Furthermore, the institutional solutions have been specified, and the advantages of public debt management agency outlined.

The final part of the paper presents an example of solutions implemented under cooperation with investors by the Belgian Debt Agency. Focus has been put on the scope and effectiveness of road shows, one of the most popular measures applied in the Eurozone countries, enabling direct liaising with foreign investors.
