The article discusses the possibility of developing a single methodology for assessing the creditworthiness of three types of territorial local government units: municipalities, districts and provinces. This was preceded with a presentation of a combined local government debt together with a qualitative analysis of the debt of territorial local government units in domestic banks. A small amount of irregular loans together with the statutory framework for local government operations have made it possible to classify territorial local government units as safe debtors and thus attempt to develop a simple and quick methodology. The identification of common financial principles governing the operation of all territorial local government units and the fact that the funds from which the debt (principal payments + interest) is repaid originate from the same sources has made it possible to develop a universal methodology of assessing the creditworthiness of all types of territorial local government units.
