Mirosława Capiga Selected Issues in Bank Capital Management. Polish Prudential Regulations versus the EU Requirements
New Capital Adequacy Framework published by the Basle Committee for Banking Supervision put the bank capital management in the limelight. The legislation in this area so far, including the risk-based capital ratio and the minimum capital required at establishing a bank, turned out to be insufficient. The term "regulatory capital" does not resolve the problems of bank capital management now. The term "economic capital" becomes increasingly important, connected with the capital adequacy related to the actual risk level in a given bank. So the bank capital management shall be considered from the point of view of capital risk management, which reflects the implications of excessive banking risk in various areas of bank's operations. The bank capital management must be based on the evaluation of numerous quantitative and qualitative factors necessary for risk scale identification, on the consistency of the capital structure with the risk profile, what requires working out a new methodology of setting the capital requirements. The paper presents selected aspects of the new approach to the bank capital management.
