Jacek Kulawik Instruments of Credit Interventionism
Public authorities have a range of instruments at their disposal to intervene is credit markets. Those instruments can be applied on their own in combination. In practice, the most common forms of intervention include credit licensing or credit guarantees. The paper focuses on these two: with the help of charts, the author discusses how their application affects the market. Particular emphasis in placed on the issues of information and motives and, on the other hand, credit market equilibrium. Limitations to the policy of credit interventionism are highlighted throughout the text, accompanied by the author's recommendation that the instruments discussed be applied with great caution.
