Jacek Kulawik Instruments and systems of financing infrastructural projects
High capital intensity of infrastructural projects, their complex risk profiles and, more often than not, distant completion dates make them rather tricky to finance. However, with the general financial, social and economic progress, new instruments are being devised which allow to meet capital requirements resulting from infrastructural needs. The search for new solutions is further boosted by the following factors: the growing popularity of new public management; tightening local government budgets; numerous instances of ineffective public service rendering by conventional public utility companies; and finally, the growing interest from the private sector in certain sub-sectors of infrastructure.
