Commercial banks averse to developing new services which would meet the requirements of the local government will soon lose any chance of operating within this market segment. Some banks attempt to develop and implement an active consultancy service offer, at least with respect to local government finance. Existing solutions are worth publicising as they may help the lagging banks create their own product range targeted at the local government. With selected existing solutions as a starting point, the paper lists activities a bank might undertake in its capacity of financial advisor to the local government.

- consultancy on financing investment projects;
- support in developing the concept of debt instrument issue;
